In 2023, Suizhou adhered to the "1335" development strategy for the special-purpose vehicle (SPV) industry, delving deep into the industry's potential, amplifying its unique advantages, and driving the transformation and upgrading of the SPV industry. As a result, the brand of Suizhou as the "Capital of Special-Purpose Vehicles" has shone even brighter. In 2023, the city welcomed seven new SPV-qualified enterprises, with the total SPV production reaching 156,000 units, a year-on-year increase of 3.5%, and maintaining the top market share nationwide.
Strengthening Policy Support, Driving Industrial Upgrading, and Consolidating the SPV Industry as the Primary Sector
The city introduced the "Three-Year Action Plan for the High-Quality Development of Suizhou's SPV Industry," the "Implementation Plan for the Transformation and Upgrading of Suizhou's SPV Industry (2023-2025)," and the "Three-Year Action Plan for the Construction of the SPV Industry Supply Chain" to facilitate the transformation and upgrading of the SPV industry. It accelerated the research and development of flagship products, such as the world's first hydrogen-powered heavy-duty truck with a 1,000-kilometer range produced by Xinchufeng, the high-altitude fire-extinguishing tethered drone fire truck by Bolite Auto with a fire-extinguishing height of up to 150 meters, the successful rollout of Hubei Xinchufeng's 4.5-ton hydrogen fuel cell refrigerated truck and 18-ton hydrogen fuel cell logistics truck, and the establishment and mass production of Ewin's new energy special-purpose vehicle chassis production line featuring integrated upper and lower assembly at Chengli Group, which has successfully launched 18-ton, 10-ton, and 4.5-ton new-generation fully electric special-purpose vehicle chassis. The two parties have jointly developed more than 10 vehicle models. The city supports enterprises in comprehensively implementing "equipment upgrades, production line transformations, and workforce automation." Currently, there are 13 provincial-level or above smart manufacturing pilot demonstration enterprises in the city's SPV industry.

In line with the "1335" development requirements, efforts are focused on developing five characteristic vehicle types. This includes promoting the intelligent upgrading of temperature control technology in logistics products and accelerating the transition towards new energy and cold chain logistics; advancing the modular, standardized, and flexible design and production of sanitation vehicles, accelerating the research and development of new energy chassis and intelligent connected vehicle technologies, and expanding the application scenarios of sanitation vehicles; fostering cross-industry integration in the emergency special-purpose vehicle industry to create an emergency industry base; promoting the personalized and diversified functional design of recreational vehicles, significantly increasing their market share; and enhancing the overall safety performance of hazardous chemical transport vehicles and accelerating the research and formulation of group standards for intelligent connected hazardous chemical normal-pressure tank trucks.
Optimizing the Business Environment to Promote Enterprise Growth
The city has successively issued the "Suizhou SPV Industry Investment Guide" and the "Suizhou High-End Equipment Industry Investment Guide," produced promotional videos for the SPV industry, established a national database of leading vehicle manufacturers, a database of specialized and innovative SPV enterprises in the city, a database of SPV industry investment projects, and a database of SPV industry investment experts. Multiple working coordination meetings, assessment meetings, and promotional conferences have been held. So far, eight projects have been successfully signed with a total investment of 2.3 billion yuan, 13 projects are under negotiation with (indicative investment) exceeding 6 billion yuan. The city has organized Chengli Group, Hubei Xinchufeng, and Dongfeng Suizhou Special Purpose Vehicle to apply for automobile consumption subsidies totaling 17.44 million yuan; included 15 enterprises such as Hubei Qixing, Jiangnan Special Purpose Vehicle, and Runli Special Purpose Vehicle in the provincial government's public resource procurement platform to help them expand sales channels; actively implemented chip supply guarantee incentive special funds totaling 1.79 million yuan for Chengli Group and Hubei Xinchufeng; and implemented the trade-in automobile consumption policy, disbursing subsidy funds of 2.597 million yuan.

A series of exhibitions have been held to showcase the city's new SPV products and technologies, paving the way for enterprises and providing a platform for the SPV industry, thereby enhancing its influence. The Municipal Bureau of Economy and Information Technology, in collaboration with multiple departments, successfully organized the China Special-Purpose Vehicle Intelligent Manufacturing Transformation and Upgrading Development Exchange Conference, the 2023 Cultural and Tourism Equipment Exhibition, the Suizhou Foreign Trade and Economic Integration Development SPV Matchmaking Conference Auto Show, the National Atmospheric Pressure Tank Body Inspection and Supervision Pilot Work On-Site Exchange Activity Auto Show, and the Emergency Product Exhibition at the Provincial Safety and Emergency Industry Technical Transformation Experience Exchange On-Site Meeting. These events received high praise from national ministries, commissions, and provincial and municipal leaders, further enhancing the brand influence of the products.
Looking ahead, the Municipal Bureau of Economy and Information Technology will continue to focus on the "1335" development strategy, collaborate with all sectors of society, and persist in telling the story of the "Capital of Special-Purpose Vehicles" in terms of driving industrial transformation and upgrading, expanding scale and improving quality, and fostering innovative development, thereby contributing to the construction of a demonstration zone for integrated urban and rural development.
